With the energy reform, opening and running an asset in Mexico was split across authorities that do not talk to each other: energy moved from CRE to the new CNE, ASEA tightened environmental compliance, and the municipality adds its own requirements. The result for the operator: a lawyer, a permit expediter, an engineer, an environmental consultant and a vendor — and no one who owns the outcome.
Our team developed energy projects in Mexico for years, moving permits through CRE (now CNE), CENACE, SEMARNAT and SENER, and taking high-capital assets from permit application to operation. We lived that maze from the inside — and we watched the framework shift from CRE to CNE. Regenera was founded to put that experience on the operator's side: a single team responsible for the entire outcome.

Who signs the technical reports
There are studies and technical reports we do not sign ourselves: an accredited specialist in that field performs them and signs them. We hire them, we coordinate them and we answer for the schedule, so you do not end up managing four vendors in parallel. This is what goes into each stage of the project.
Environmental risk and impact
The Environmental Impact Statement (MIA) and the risk analyses in the documentation (ARSH/ERA/PRESH). This is the work that determines the conditions under which the project is viable on that site, before a single machine moves.
The ASEA documentation
SASISOPA, the Operating License (LF), LAU and RENAGAS registration. We assemble it complete, with every study signed by whoever performed it — because that is exactly where documentation that arrives incomplete gets stuck.
Testing and applicable standards
Tightness testing, vapor recovery and emissions control. NOM-005-ASEA-2016 governs design, operation and maintenance, and it is what ASEA checks in an inspection. PROY-NOM-023-ASEA-2025 is set to replace it: we track its status and verify whether it is in force before applying it.
Electrical engineering and the electricity market
Rate schedule, contracted demand, power factor and the qualified user evaluation with CENACE. It applies from design onward and keeps applying every month on the bill.
We hire them
We do not hand you a list of vendors and leave you to negotiate four contracts. We lock down the scope, the cost and the schedule ourselves.
The signature stays theirs
The signed responsibility statement stays with the specialist who did the study. Nobody signs work they did not perform — that is the difference between documentation that holds up under review and documentation that falls apart at the first deficiency notice.
